ยุทธศาสตร์มันสำปะหลังไทย ภายใต้กรอบ AEC ประชาคมเศรษฐกิจอาเซียน
[30 พฤษภาคม 2555 15:16 น.]จำนวนผู้เข้าชม 35343 คน
มันสำปะหลังเป็นพืชเศรษฐกิจที่สำคัญของไทย โดยมีพื้นที่เพาะปลูกทั้งประเทศกว่า 8.2 ล้านไร่ ครอบคลุม 45 จังหวัด มีเกษตรกรผู้ปลูกถึง 0.48 ล้านครัวเรือน หรือคิดเป็นร้อยละ 8 ของจำนวน เกษตรกรทั้งประเทศ 5.6 ล้านครัวเรือน ซึ่งสามารถผลิตหัวมันสดได้ประมาณปีละ 26-27 ล้านตัน แต่มีความต้องการใช้มันสำปะหลัง (หัวมันสด) ในประเทศเพียงปีละไม่เกิน 10 ล้านตันเท่านั้น

มีมันสำปะหลังส่วนเกินอีกประมาณ 16-17 ล้านตันต่อปี ที่สามารถส่งออกและนำรายได้เข้าประเทศเป็นจำนวนมาก โดยไทยสามารถส่งออกผลิตภัณฑ์มันสำปะหลังได้หลายรูปแบบ เช่น มันเส้น มันอัดเม็ดแป้งมันสำปะหลังทั้งในรูปของแป้งดิบและแป้งแปรรูป เป็นต้น ในปัจจุบันไทยเป็นผู้ส่งออกผลิตภัณฑ์มันสำปะหลังรายใหญ่ที่สุดของโลก โดยมีส่วนแบ่งตลาดสูงถึงร้อยละ 70 ส่วนในตลาด ASEAN นั้นไทยก็สามารถครองอันดับ 1 ในการส่งออกมาเป็นเวลานานกว่า 10 ปี เช่นกัน

สรุปยุทธศาสตร์มันสำปะหลังไทย ภายใต้กรอบประชาคมเศรษฐกิจอาเซียน (AEC)

พัฒนาระบบการผลิตมันสำปะหลังและอุตสาหกรรมที่ใช้มันสำปะหลังเป็นวัตถุดิบไปพร้อมๆกันส่งเสริมให้มีการพัฒนาทางด้านการผลิตอย่างต่อเนื่องทั้งในเรื่องการพัฒนาพันธุ์ เทคโนโลยีในการเพาะปลูก พร้อมทั้งให้ความรู้เกษตรกรในการปลูกและการดูแลให้ถูกต้อง เพื่อเพิ่มคุณภาพของมันสำปะหลังและผลผลิตต่อไร่ให้มากขึ้น

  1. รัฐควรจัดสรรงบประมาณให้มากขึ้นและเพียงพอสำหรับที่จะใช้ในการวิจัยและพัฒนาพันธุ์ เทคโนโลยีในการปลูกมันสำปะหลังให้มีประสิทธิภาพมากขึ้น รวมไปถึงพัฒนาบุคลากรด้านการวิจัยที่มีอยู่เดิมให้มีความเชี่ยวชาญมากขึ้นและส่งเสริมนักวิจัยรุ่นใหม่เพื่อให้การพัฒนาเป็นไปอย่างต่อเนื่องและมีประสิทธิภาพมากขึ้น
  2. รัฐควรส่งเสริมอย่างจริงจังในการสร้างมูลค่าให้มันสำปะหลัง โดยการแปรรูปเป็นสินค้าในรูปแบบต่างๆเพื่อขยายตลาดใน AEC มากขึ้น
  3. รัฐควรสนับสนุนและส่งเสริมอุตสาหกรรมที่มีการใช้ผลิตภัณฑ์มันสำปะหลัง และอุตสาหกรรมต่อเนื่องเพื่อให้สอดคล้องกับความสามารถในการผลิตมันสำปะหลังของประเทศที่จะเพิ่มขึ้นในอนาคต
  4. ภาครัฐและภาคเอกชนควรร่วมกันผลักดันให้มีหน่วยงานที่ดูแลเรื่องมันสำปะหลังโดยเฉพาะ เพื่อดูภาพรวมของมันสำปะหลังทั้งประเทศ บริหารจัดการและวางแผนการผลิตเพื่อให้เพียงพอต่อความต้องการใช้ภายในประเทศ และการส่งออก
