แก้ปัญหาราคามันตกต่ำ พาณิชย์ ชง ครม.ไฟเขียว

นางวัชรี วิมุกตายน อธิบดีกรมการค้าภายใน กระทรวงพาณิชย์ เปิดเผยว่า ที่ประชุมคณะกรรมการนโยบายมันสำปะหลัง เมื่อวันที่ 23 มีนาคม ที่ผ่านมา ได้เห็นชอบให้มีการช่วยเหลือเกษตรกร โดยการรับซื้อมันสำปะหลังจากเกษตรกรปี 2554/2555 โดยให้ทางองค์การคลังสินค้า (อคส.) และองค์การตลาดเพื่อการเกษตรกร (อ.ต.ก.) รับซื้อหัวมันสด จากเกษตรกรที่ได้ขึ้นทะเบียนไว้ จำนวน 3 ล้านตัน ตั้งแต่เดือนเมษายน-พฤษภาคม 2555 โดยการตั้งโต๊ะรับซื้อ

สำหรับโครงการรับจำนำมันสำปะหลังนั้น จะมีการปรับราคารับจำนำให้สูงขึ้นในเดือนเมษายน จากเดิมกิโลกรัมละ 2.85 บาท เป็นกิโลกรัมละ 3 บาท และในเดือนพฤษภาคม จากเดิมกิโลกรัมละ 2.90 บาท เป็นกิโลกรัมละ 3.20 บาท รวมทั้งให้จ่ายค่าขนส่งหัวมันสดจากจุดรับจำนำนอกพื้นที่ ไปยังลานมัน และโรงแป้ง ระยะทางเกินกว่า 50 กิโลเมตร โดยหลักเกณฑ์ทั้งหมด คณะกรรมการจะนำเสนอที่ประชุมคณะรัฐมนตรี (ครม.) เพื่อพิจารณาต่อไป

รายงานข่าวแจ้งว่า ขณะนี้ราคามันสำปะหลังตกต่ำ โดยบางพื้นที่ มีราคาเพียงกิโลกรัมละ 1.30 - 1.40 บาท เท่านั้น ซึ่งราคานี้เป็นราคาที่ต่ำสุดในรอบ 10 ปี โดยราคาที่เกษตรกรจะอยู่ได้ และมีผลกำไรจากการเพาะปลูก ผลผลิตต้องมีราคาอยู่ที่กิโลกรัมละ 2.50 บาท ขึ้นไป

ควบคุมไม่ได้หรอกราคามันหน้าลานน่ะ...ถ้าอยู่ในราคารับจำนำแบบนี้...เกษตรกรยุ่งยาก...หลายกรณีมากเช่น
1.เกษตรกรใช้เอกสาาสิทธิ์พ่อ-แม่ อายุได้รับเบี้ยยังชีพไปแจ้งเป็นเกษตรกรผู้เข้าร่วมโครงการแล้วตอนเอามันไปขายก็ให้พ่อ-แม่ตาแก่แม่เฒ่าเจ้าของที่ดินไปขายที่ลานมันด้วยลำบากรอคิวเช้าถึงเย็นจึงได้กลับทรมานกันมาก ๆ
2.พอเสร็จแล้วได้ราคาที่ลานมันใหญ่ตรวจเชื้อแป้งจากราคารับจำนำ 2.85 บาท ก็จะเหลือ 2.75 บาท แล้วรับเงินกลับบ้านนำไปจ่ายให้แก่ลานมันกลางอีกตีราคาแล้วเกือบ3ตันเหลือเท่าไหร่จึงจะได้เป็นของตนเอง
3.ยินดีกับแนวคิดนี้มากครับ..ถึงอย่างไรก็เอาไม่อยู่หรอกเพราะมีการร่วมมือกันเป็นทอด ๆ เพื่อโกงกินเกษตรกรจน ๆ
4.ไม่เลือกรัฐบาลชุดนี้อีกขอบอกเสียคะแนนไปเยอะ...สู้ประกันราคาไม่ได้เลยเพราะถ้าเกษตรกรขายแล้วก็ยังได้ส่วนต่างราคาอยู่ภายหลัง..แต่นี่ยังจะได้มีภาระหนี้อีกถึงจะไม่ได้ใช้เองก็ตามก็ยังยุ่งยากเอกสารตาแก่แม่เฒ่าอีก
